The Real Reason UNM Disbanded Resident Program With Curtis Boyd Came From NMAFL's Pointing Out Invalid Contract and UNM Violating It's Own Policy 

Sunday, the Albuquerque Journal reported that the University of New Mexico Health Sciences Center ended its late-term abortion training program at Southwestern Women's Options, the largest late-term abortion center in the nation.  "This is one of the most significant victories for the pro-life movement in New Mexico and we celebrate this change that came about from New Mexico Alliance for Life's investigative work exposing the invalid contract UNM had with Curtis Boyd,"  said Elisa Martinez Executive Director of NMAFL. 

Our extensive research over the last eight months has been 
presented to the Journal and in working with state leaders, NMAFL is making a huge impact...and we're just getting started.  From the Journal article: "At the request of the New Mexico Alliance for Life, state Rep. Rod Montoya, R-Farmington, and other legislators posed questions to top Health Sciences Center officials last July about the relationship with Boyd's clinic and the use of "body parts" from women who have abortions there."


By working with state leaders, NMAFL has gathered factual, credible research which spurred many questions of UNM's practices and admission of their use of late-term aborted baby body parts from Curtis Boyd.  The Journal article has been reprinted by major news publications across the country. 

The REAL Reason UNM Terminated the Program:

New Mexico Alliance for Life began investigating the late-term abortion rotation established by Dr. Eve Espey to send UNM residents to Curtis Boyd's late-term clinic and has obtained the contracts UNM has for their abortion training program, which you can view here. What NMAFL has pointed out to the Journal and state leaders is the UNM contract Eve Espey, Dept. Chair, OB-GYN, initiated with Boyd on her own authority, is in direct violation of UNM policy for signatory authority and the contract invalid by UNM's own policy for contracts. Espey was unauthorized to initiate the contract. The flimsy, one page agreement has multiple policy violations, is void of addressing safety concerns along with medical malpractice which ultimately puts women, residents and taxpayers at risk.
  
Epsey's contract with Curtis Boyd contains multiple violations of UNM's own policies for signatory authority and multiple contract requirements but ALSO appears to be constructed in order to conceal the exchange of aborted infant body parts between Curtis Boyd and UNM.     

What is also alarming about this contract, is the fact that there is no mention of medical malpractice insurance coverage by Dr. Curtis Boyd nor his staff abortionists who took on responsibility for residents' "education and supervision." 
It was only after NMAFL pointed this out to state leaders and the Journal did UNM "halt" the controversial program.  Dr. Epsey exposed New Mexico's taxpayers and UNM trainees to potential lawsuits and payouts in the case of women who are seriously injured or in the case of death. 
 
This is particularly concerning because according to Curtis Boyd's own abortion consent form obtained by NMAFL, abortions after 18 weeks are more dangerous than natural birth.

compensation is Curtis Boyd receiving for providing aborted baby body parts for research? 





Specific Contract Violations Boyd/Espey contract: 

1) Lack of Signature Authority and Delegation:  Dr. Espey is not an authorized signatory as stated in Section 3 and 4 of the Administrative Policies and Procedures Manual 7.8 Signature Authority for Contracts yet she was the sole signatory on behalf of the University for the Boyd contract. 
 2) Dr. Espey violated the Delegations of Signature Authority for the Health Sciences Center and UNM Hospital Exhibit B2 Administrative Policies and Procedures Manual, which requires the signature of the School of Medicine Dean or Associate Dean of Graduate Medical Education for residency programs. Also, the contract does not indicate sufficient review by legal counsel or contract review officer as required by Section 5.2.
3) As initiator of the contract, Dr. Espey is therefore obligated to ensure the following requirements are met, which are not addressed anywhere in the agreement: 
A) the contract meets programmatic and University mission 
requirements 
B) the contract represents a good deal for the University, 
C) the contract has measurable deliverables, 
D) he or she can ensure compliance with the obligations it places on the University 
E) Safety and risk management concerns have been reasonably addressed, and 
F) the contract is sufficiently clear and consistent.

The New Mexico Alliance for Life Calls on UNM Regents to take disciplinary action against UNM OB-GYN Department Chair Eve Espey for entering into invalid contract with late-term abortionist for student training and violating UNM policies  

Invalid contract and multiple policy violations of Dr. Espey's contract with abortionist Dr. Boyd put women, taxpayers and trainees at risk; UNM's recent disbanding of training  program after NMAFL's investigation is a tacit acknowledgement of Espey's wrongdoing

Albuquerque - New Mexico Alliance for Life is calling on the University of New Mexico Board of Regents to have Dr. Paul Roth, chancellor of the Health Sciences Center (HSC) and Dean of the UNM School of Medicine, take disciplinary action against Dr. Eve Espey, OB-GYN chair of the School of Medicine for entering into contract without the authority to do so, along with multiple policy violations, for resident training with late-term abortionist Curtis Boyd, who owns the nation's largest abortion center providing abortions until the day of birth, Southwestern Women's Options (SWO). 

Sunday, the Albuquerque Journal reported that UNM Health Sciences Center (HSC) is halting the program, but that only came about once NMAFL uncovered and reported to state leaders and the Albuquerque Journal the invalidity of the contract and multiple violations of the University's policy for contractual agreements.  Lastly, the contract does not address medical malpractice insurance coverage by Dr. Boyd and his abortionists who according to the contract obtained by NMAFL, take on responsibility for "education and supervision of the fellows" who are training for "additional volume of 2nd trimester abortions." 

"Dr. Eve Espey acted in a reckless and unprofessional manner when she circumvented UNM contract policy by independently entering UNM into contract with Curtis Boyd, proprietor of SWO without the signatory authority to do so nor any concern for public health and safety," said Elisa Martinez, executive director of NMAFL. "Dr. Espey's contract with Curtis Boyd potentially exposes taxpayers to medical malpractice liability as there is no mention of medical malpractice insurance coverage by Dr. Boyd nor his staff abortionists. This is highly irresponsible of Dr. Espey, putting women, residents and taxpayers at risk since 2nd trimester abortion procedures, according to Boyd's own consent form, after 16 weeks are more dangerous than natural birth. Additionally, compensation for the students, safety and risk management concerns were not addressed and nor is there any indication that the contract "represents a good deal for the University" nor are  "measurable deliverables" outlined, as required by UNM contract policy."  
For comparison, NMAFL has also obtained a copy of a similar abortion training residency program contract UNM has with Planned Parenthood of New Mexico. The eight page contract is in stark comparison to the flimsy, one and half page "agreement" between Espey and Boyd. The contract is properly signed by legal counsel and the Associate Dean of Medicine (which is required by the UNM HSC contract signature policy) and is on Board of Regents letterhead. Furthermore, the Planned Parenthood contract addresses key elements required for contractual agreements including a clear outline of compensation for having residents work there and addresses medical malpractice liability.   

The question still remains for the taxpayers of NM, is what compensation has UNM received for sending residents to log hours at Curtis Boyd's late-term abortion clinic? 
As UNM has now ended its problematic late-term abortion training program with Curtis Boyd, NMAFL continues to demand answers as to how UNMHSC is obtaining aborted body parts, what is the payment for the parts and whether the HSC is properly storing and handing human body parts from the late-term abortion clinic.

Specific beeches of the contract that Dr. Espey entered the state into include lack of:
1   Approval from UNM legal department, the board of regents and the School of Medicine Dean's Office.  
2   Medical malpractice liability
3   Safety concerns for the residents 
4   Periodic reports of the residents' progress 
5   Requirements for inspections of the clinic 
6   Requirements to comply with HIPPA
7   Requirements of facility members to give supervision, provide educational goals, objectives and requires a program letter
8   Clearly outlined "measurable deliverables" which addresses compensation for the residents- no mention of this is made in Espey/Boyd contract  (what compensation is the University receiving?)

Questions remain regrading UNM's violation of its own policy regarding collection of aborted baby body parts from the late-term abortion facility

Albuquerque - Today the Albuquerque Journal reported the University of New Mexico halted its controversial late-term abortion residency program at the country's largest late-term abortion facility, Southwestern Women's Options (SWO), located in downtown Albuquerque. New Mexico Alliance for Life was the first and only organization to point out multiple policy violations at UNM Health Sciences Center (HSC) regarding its residency program and use of late-term aborted baby body parts. However, many questions remain. It is clear from UNM's contradictory statements in this article that there is an intent to confuse and make excuses. As a public institution, there is a major lack of transparency and taxpayers deserve to know what is going on at the state's flagship university. 

"The fact that UNM HSC disbanded its late-term abortion resident program at SWO is a tacit acknowledgement of guilt in violating their own policies, procedures and blatant misuse of public trust and funds," said Elisa Martinez, executive director of NMAFL. As part of an ongoing eight-month investigation, NMAFL confirmed UNM's use of baby body parts from the late-term facility. This spurred a series of questions that have yet to be answered by UNM that NMAFL is working with state leaders to get answers on. 
Despite what UNM claims, it wasn't until NMAFL started asking the tough questions and pointed out policy violations with the late-term abortionist Boyd that UNM halted the residency program.  

While UNM will halt sending residents for training, they have been collecting body parts from SWO and plans to continue to use these body parts for research and distributing the body parts to 19 other universities. However, UNM is violating its own policy of not having the appearance of accepting body parts from an outside entity. 

Furthermore, Dr. David Prentice an expert in stem cell research, after reviewing the UNM studies states, "That the studies are basic science; none of them are even close to any clinical application or trial, let alone "lifesaving". And there are licit, non-controversial alternatives to them all, including adult stem cells and induced pluripotent stem cells. Unnecessary, outdated science."

Also, how is Curtis Boyd getting compensated for collecting and providing human body parts? Is he doing this out of the goodness of his heart? He is doing this free of charge, all without pay? What is the incentive for him to freely give aborted babies to the University of New Mexico? 

Is he or his staff altering the abortion procedure to get intact aborted body parts that could endanger the health or safety of women undergoing abortions?

Historic: US Senate Defunds Planned Parenthood

Historic Vote in US Senate to Defund Planned Parenthood, Obamacare

Yesterday, the U.S Senate successfully voted to strip Planned Parenthood's federal funding, sending it instead to comprehensive health care centers that serve low-income women and their families.   Despite the rhetoric about attacks on women's health, this bill increases funding to community and federally qualified health centers, which in New Mexico outnumber Planned Parenthoods 6 to 165-- serving a far greater number of women in need.  
Senator James Lankford (R-OK), who voted in favor of defunding Planned Parenthood stated: 
"We understand we have a president that strongly supports Planned Parenthood and what they do. We get that. But we also don't want this issue to go away. We want to continue to be able to raise it over and over again and say, "Is this what Americans really believe?"

New Mexico Alliance for Life also will continue to raise these issues over and over again, as we expose leaders and the abortion industry we ask "is this what New Mexican's really believe?" 

As expected, NM's pro-abortion US Senators Tom Udall and Martin Heinrich who are indebted to the abortion industry's campaign donations, 
voted against the measure, which also repeals Obamacare.  Most likely, pro-abortion President Obama will undoubtedly veto the bill. Neither the House nor the Senate have enough pro-life votes to override a veto, but this is still a historic moment for our country.

Getting a defunding bill to the president's desk will keep the spotlight on Planned Parenthood and the abortion industry's butchery of the unborn and unscrupulous practice of trafficking their precious body parts like hearts, lungs, livers, and brains.   This will also educate many Americans on the need to elect a pro-life president and leaders.  We will continue to raise these issues over and over again until we see change, and NMAFL will make sure you stay informed on how our leaders respond. #WomenBetrayed Tour Postponed, NMAFL Condemns Violence In Colorado Springs

Out of respect for the victims of the Colorado Springs shooting and concern for the safety of our supporters, the Students for Life America #WomenBetrayed National Bus Tour, along with the Albuquerque event have been postponed until the Spring.  "New Mexico Alliance for Life condemns this senseless act of violence and advocates for peaceful solutions to the violence of abortion," said Elisa Martinez, NMAFL Executive Director. "Killing, in any form is inconsistent with the pro-life world view. Compassion and healing for the victims of this horrific act are at the forefront of our thoughts and prayers."
 
We know that violence is the complete opposite position of the pro-life movement.  And right now, we believe that we must, and encourage you to, continue promoting the #prolifepropeace message as there are those attempting to use this tragedy for their own gains. 
 
While we know the violence that happens inside of Planned Parenthood everyday must be stopped, the Tour cannot continue while the families and loved ones of these victims are grieving and are laid to rest. So the Tour is being rescheduled to honor them.
